minutes 05-31-00Page 4 of 54 <br />OTTERSON: Are you sure of that? <br />RAY: Yes. <br />OTTERSON: Okay, yes, it would be a State – you’re right. <br />RAY: And the high school is a State facility. <br />OTTERSON: I didn’t think about that. Okay, I’m wrong there. I’ll admit it. <br />Then, okay the Manager type – you said you were going to kind of change the – <br />RAY: We’ve made substantial changes to the Managing Director position and to the whole Executive Section of the Charter, <br />putting the Managing Director in a direct line of control over all the departments. <br />OTTERSON: Okay. <br />RAY: So, that’s been beefed up substantially. The main difference, and it’s a substantial difference from what you advocate, <br />the Managing Director would still be hired by the Mayor. He would have to be confirmed by the County Council, and he’s <br />not now, but the Mayor would still be the Chief Executive Officer of the County. <br />OTTERSON: Well, that’s a step in the right way. That’s a step in the right way. <br />You know that I have worked in the Manager type way of government and you see how that works, and it works so smooth, <br />and then you come over here and you see they’re so backwards here. I know, you’re probably saying ‘well, why in the hell <br />don’t you go back to where you come from’. Well, we love it here and we’d like to stay here. And we can see things that <br />could be so improved and modernized here. I mean the government modernized so it would work smoothly, but you have <br />told me that you’ve worked on – <br />RAY: Hopefully we’re moving in that direction, yes. <br />OTTERSON: Okay. I guess that’s about it really. <br />RAY: Okay, thanks for coming in and thanks for all your input. <br />OTTERSON: I appreciate it. <br />RAY: John. <br />SANTANGELO: Jim? <br />OTTERSON: Yes. <br />SANTANGELO: You come all the way from Oceanview, and what we’ve incorporated may not be exactly what you want, <br />but you’ve been heard and it’s been obvious that you’ve been dedicated to this. This is not your first time here. This is about <br />your fourth time? Or fifth? <br />IRVINE: Sixth. <br />SANTANGELO: Sixth time. <br />OTTERSON: I’ve been to some of the other ones that you haven’t been to.
