And then 14 and 16 are the Liquor Commission and Residency questions that we just <br />discussed as well, so if you want to take a peek at 14 and 16. <br />IRVINE: John, I did have one, kind of, problem with No. 4 and that’s because it talks about the <br />department and then it talks about a commission to advise the department, ‘and to have other powers <br />which might later be delegated to it by ordinance’. The powers would be delegated to both the <br />department and the commission, not just to the commission, and so I did have a thought that if we stated <br />‘Charter Amendment No. 4 would transfer the county’s solid waste, wastewater, and recycling programs <br />from the department of public works to a new department of environmental management. The mayor <br />would appoint the director – The council confirmation’ – And then just say ‘by ordinance the county <br />council may delegate other related functions to this department and its commission’, and then go on to <br />say ‘there would be a commission’ and leave – <br />RAY: You know the discussion was really, I think, centered around the powers of the commission and <br />the idea that setting rates might be something delegated. <br />IRVINE: Right. Okay. <br />RAY: I don’t think you need to say that – I mean, the departments can be shifted around. <br />IRVINE: Given duties. <br />SANTANGELO: And it is more duties than responsibilities. Power, you know, commission would give <br />them the power as an individual. <br />RAY: I think this reflects more the discussion of what we were thinking and doing. Anymore thoughts <br />on the Digest? <br />YUEN: I think we should vote on 14, 15 and 16. <br />RAY: In the Digest, we’re going to vote on 14, 15 and 16 because these are new from the last time. <br />So, No. 14, Liquor Commission Membership.
