First non-partisan elections. <br />MARTIN: Question, Mr. Chair. <br />RAY: Yes. <br />MARTIN: Are we going to follow the book that was just presented to us or are we going to follow this <br />pamphlet that was handed out? The pamphlet is a little bit easier and has, I’ve been told, the exact <br />language as on the Question section at least. <br />YUEN: Is it the same? I don’t know. It should be the same. <br />IRVINE: You’re saying that this doesn’t match this? <br />MARTIN: No, I’m not saying that at all. I’m just saying that it’s easier to follow. Sharron indicated to <br />me that these came verbatim out of what we’ve been – <br />HENRY: The purple binder. <br />MARTIN: Purple, okay. <br />HIGASHI: It has the summary and the question together then. <br />MARTIN: Right, but what I’m saying is just the Question portion. <br />HIGASHI: Yes, right. <br />IRVINE: Oh, are the question portions here different from over there? <br />MARTIN: No. I don’t think so. They shouldn’t be. <br />IRVINE: No, no. <br />MARTIN: It says here ‘review ballot questions’. Instead of looking here, the question is here, right? <br />This is explanation. <br />RAY: Excuse me. We’re going to go back to agenda item B. because we need to take a vote on <br />Amendments 14, 15 and 16, and wrap those up. So we should do that at the same time that we did the <br />Department Head Qualifications. So, Chris, 14. <br />YUEN: This is just to present what the language would look like. This was voted on on May 31st. It <br />increases the Liquor Commission membership from 7 to 9. One member would be a resident of each <br />Council district. If there are members who are residents of the same district when this takes effect, they <br />would continue to serve regardless of the fact that they resided in the same districts. Nobody would be <br />disqualified. I would draw your attention to Section 3 of this. Two new members will be appointed and <br />those would be appointed from any vacant district. There would be at least two districts which do not <br />have representation so the Mayor would appoint to those districts. And what it says here is ‘allow for the <br />staggering of terms, one of the two new commissioners would be appointed to five-year term and the <br />other appointed to a one-year term, and would be eligible for a second term’.
