This way, you’ll have one that will come on and be appointed for five <br />years and that won’t expire for five years. You’ll have one that will expire in one year but that individual <br />will be eligible for reappointment and it will involve the same Mayor so, presumably, that person could <br />be reappointed for another five-year term and stay on for six years. What I did was the same thing that <br />was done when, I think, the Police Commission was changed from seven to nine. I can’t remember <br />which Commission. And this was the strategy that was adopted. <br />HIGASHI: Chris, is there a Statute or a section in the Charter in which you cannot succeed yourself in <br />any commission? <br />YUEN: Except if you’re appointed to an initial one-year term. That’s in 13-something. It should be – <br />just a second. Yes, you can’t succeed yourself except if you’re appointed to an initial term of one year or <br />two years, you can succeed yourself. So that’s why the person who gets the five years would not be <br />eligible to succeed himself or herself. The person who gets the one-year would be eligible to get a <br />second appointment of five years when the one-year ran out. <br />RAY: So does everybody understand that? I mean the rest of it is pretty straight forward, so this is just <br />trying to accommodate the changeover. Sue? <br />IRVINE: Never mind. <br />YOSHIYAMA: I move for the acceptance of the language for Charter Amendment No. 14. <br />HIGASHI: Second. <br />RAY: Any more discussion? Chris, you want – <br />YUEN: This is the Statement of Purpose or Policy and, actually, the Commission adopted this, the <br />Statement of Policy, and as far as I could tell from reading the minutes, we didn’t come to a decision on <br />exactly where it would be put in the Code of Ethics. It could be its own – I did it this way. Right now <br />you have a Section 14-1 which doesn’t have any subsection. It just has this first two sentences. I <br />changed the title of this section from ‘Enactment’ to ‘Enactment and Policy’. I changed what was there. <br />I put it in as (a) and I put the Statement of Policy as (b). <br />IRVINE: I must say I don’t think we’re improving our Charter’s readability with the way we’ve got this. <br />I’m not quite sure of what the answer is but we’re talking there about elected and appointed officers and <br />employees, and if everybody looks in the Charter on page 32, 33, it’s Section 14-4 that talks about <br />conduct of employees. And this enactment and then standards are over on page 32 under 14-1 and 14-2. <br />I, kind of, wish Marni were here.
