Well, let's take a brief recess, yeah. <br />RECESSED The Chairman called a short recess at 3:30 p.m. <br />RECONVENED The meeting reconvened at 3:35 p.m. <br />RAY: Okay, let's call the meeting back to order. On the agenda, we're at <br />Item VII, New Business. We're going to start our departmental reviews, and first we're going <br />to hear from the Director of the Parks and Rec Department, Ms. Julie Tulang, who submitted <br />written comments to us earlier. So, Ms. Tulang, could you come up to the table. Thank you very <br />much for coming today. <br />TULANG: Thank you. Thank you for this opportunity to address you. Thank you for <br />this opportunity to address all of you. First off, I need to clarify that the comments made are <br />primarily from my department; it does not necessarily meet with the endorsement of the Mayor. <br />We may not -. <br />RAY: <br />TULANG: <br />Okay. <br />Agree on all of this, so I need to say that up front. Okay. <br />What I need to tell you is how we came about with our recommendations that was sent to the <br />Chair, and that we sent -, or I sent the Charter out to all our division heads to give them an <br />opportunity to voice their opinion. And so, collectively, this is from our department and our <br />division heads and not just from me, alone. <br />Some of the areas we call attention to are just minor changes. Others, one other may be a major <br />overhaul, and you may not want to address that. But one of the areas that causes us some <br />concern is the area of the Safety Coordinator, primarily because of work comp cases. And so <br />we would like to recommend that perhaps the Safety Coordinator be a Civil Service position so <br />there is continuity and follow-through on work comp cases rather than creating a new learning <br />curve every time a new coordinator is appointed. And that's Article V, Chapter 6, Section 5-6.2. <br />The other area that probably needs to be cleaned up a little or clarified and may be a bit <br />controversial is the County bands. Right now it reads in Chapter 6, Article VI, Chapter 3, <br />Section 6-3.4, County bands. There should be one County band and, perhaps, that should move <br />under the Office of the Mayor. Right now, it's under the office of -, Department of Parks and <br />Recreation. And the bandmaster can continue to be appointed, an appointed position. However, <br />our recommendation is that if the monies are tight, it might be an area that we could enlist the <br />help of high school bands instead of the County band.
