former Councilmen will know, because the Legislative Auditor's Office was concerned because <br />they couldn't nowhere near fulfill all the program reviews that would be necessary if we were to, <br />in fact, adopt this for every department. <br />But our concern is just strictly this. We probably need to define program, and we need to define <br />critical review. Are we going to require a -, the Legislative Auditor to conduct a review of every <br />single program in the County of Hawaii, which is going to be an enormous undertaking for that <br />office? I don't think they'll have the funds. I don't think they have the staffing to do that. <br />Now, the people that have come up in favor of this because of marijuana eradication probably <br />want a review such as that would be conducted by the State Auditor's Office, Marian Higa, <br />because of the in-depth review that they do. We don't have that capability in Hawaii County. We <br />don't have the staffing, and I don't think we have the funds to where we could do that. So we <br />just ask you, the Commission, to just take that into consideration because it comes up every year, <br />to please help us in the definition of what we are going to call that program and what are we <br />going to consider as a critical review. <br />RAY: Okay. Questions, Marni. <br />HERKES: I think rather than change the word program, I'd rather come and testify in <br />favor of review, kind of try to change the direction of the County Council, at least three of them. <br />When you accept this federal -, there's a reason that you want to accept this money. <br />CARTER: Yes. <br />HERKES: Do you have goals and outcomes set out as your reason to accept this <br />money? Do you know what you want to do with it, what the outcomes are that you want to get <br />from it? <br />CARTER: Exactly. And all of that is stated in the program purpose and the entire <br />grant package that we submit, and the Council has that in front of them at the time that we come <br />in. <br />HERKES: And that is a program review? <br />CARTER: <br />What happens -. <br />Well, that's basically our goals and objectives for that particular program. <br />HERKES: And when it gets through, you do the outcomes? <br />CARTER: Exactly. <br />HERKES: Whether you've met your goals and objectives? <br />37 <br />
