• <br />CARTER: Quarterly reports are required. Those reports are available. They send <br />people down from the agencies that do fund us, and they go through our program to make sure <br />that everything we say that we were going to do we are, in fact, doing. That there are no <br />violations of any phase of the contract or anything that we're doing is contrary -. <br />HERKES: So the program review is already done. <br />CARTER: Some people look at that and say yes. Others say no, that's not a critical <br />program review because it's not one that's being done by an independent agency who is then <br />reviewing what we are doing and they have no connection to the Police Department or to any <br />other federal government agency or whatever it may be. <br />RAY: Okay. <br />CARTER: It would be great if you could contract a private company to come in and <br />do that, but I don't think -. <br />HERKES:. What a waste of money. <br />CARTER: We can afford it. <br />RAY: Other questions? <br />ALONZO: I have a question. <br />RAY: Yeah. <br />ALONZO: Talking about marijuana eradication, you know, people that talked about <br />hemp industry here. <br />CARTER: Yeah. <br />ALONZO: What are the Police Department's stand by that? <br />CARTER: Well, obviously, we're not in favor of industrial hemp, and we feel that <br />it's -. This has been studied. The legislature studied this approximately two years ago, and at the <br />time that the independent study that was done for the legislature, it was determined that there was <br />just not a market for industrial hemp in Hawaii. And we have concerns on various aspects. <br />Just one concern that we have here is that we've been taking a look at medical reports coming <br />out, and some of the products that come out would be oil that's derived from the cannabis plant. <br />We are learning now that tests that have been conducted, and I can provide that material if it's <br />necessary to anyone, people who use the oil are testing positive in drug screens.
