I mean, are you <br />familiar with that section? <br />CARTER: I'm familiar with it. <br />HIGASHI: I mean what does that mean? I mean, I'm under the assumption that, <br />reading this section, that the Police Commission is the policy-making department -, I mean, body <br />for the Police Department.
