George. <br />MARTIN: Getting back to 3-16, Mandatory Program Review, again, you know, <br />(indiscernible) being discussed as far as perception, I think that some review should be in place. <br />And like you're saying, it's already self-induced, and I happen to agree with my counterpart down <br />there that it makes no difference who's doing it, as long as it's done. Taking out some of the <br />words, possibly, do you feel that there is a possibility to have some sort of program review that <br />would suffice? <br />CARTER: Yeah, I think as long as we can define what extent that review is going to <br />be because thus far what we found is no matter what we do in the way of -. <br />MARTIN: It's not -. <br />CARTER: It's not enough, because it seems as though because it's not coming out the <br />way that the opposition would like, it's not critical enough. So thus the need for the definition of <br />critical or program review or program, I should say, because then we can meet that definition and <br />say we did everything that we were required to do. <br />MARTIN: So, technically, they're playing with semantics there. <br />CARTER: Exactly. <br />RAY: Okay. John. <br />SANTANGELO: Yeah, and probably on the same line as George, what was recommended by <br />Corp. Counsel was these reviews should not, therefore, be mandatory but optional when directed <br />by the Council by resolution, and I agree with that. The Council is sitting there with its policy and <br />its overview responsibility. What I'm hearing from you and other people, and we experienced <br />that to the full extent, is that a special interest has picked up on a pin and they're able to really <br />poke with that. Okay. If we were to remove the mandatory part of it, Captain, Major now, <br />Major Carter, and it's at the discretion, you know, at the discretion of the Council by resolution, <br />would you feel that would fit, sir, or do you think you'd still be in that same political rowboat? <br />CARTER: I think that would be fine, providing we still have clarity as far as what that <br />review is going to entail, even if it comes from the Council, because we still have to have that <br />guideline as far as what is needed. <br />42 <br />
