SANTANGELO: And the ordinance addresses that though. It says the procedure shall be set <br />by the Council. <br />CARTER: I would have no problem with that slight little amendment, providing that <br />we get exact direction from the Council what they want from us. <br />SANTANGELO: But other than that, you have no other suggestion on how this can be -, <br />besides dropping it altogether. <br />CARTER: Yeah, because I really don't think we're going to please the opposition, no <br />matter what we provide. <br />SANTANGELO: That's the point. <br />CARTER: I think their pleasure will come at the fact that we'll legalize. <br />SANTANGELO: Yeah. So we've got to take a look at this with that special interest in mind <br />but really for better government, we need to look at the overall process and how it affects all <br />programs and the operation of the County. <br />CARTER: That's critical here because of the magnitude of what it's going to do when <br />you consider every program in the County of Hawaii. <br />SANTANGELO: Thank you. <br />CARTER:. Every agency. <br />RAY: Okay. Other questions for Major Carter? <br />IRVINE: I guess I'd just like to say -. <br />RAY: Sue. <br />IRVINE: Once again, which is what I said to the Corporation Counsel, that a lot of <br />the good government stuff that I've been reading from the Government Finance Officers' <br />Association, the National Civic League on Measuring Performance at City Hall, you set up <br />parameters for how you're going to measure the performance of any given program, and once <br />you've set that up, then you don't really have to reinvent the wheel every time. And maybe this is <br />the one program that we should just set something up and say try it, you know, and it sounds like <br />you've really done that. And once you've done that, you've done the best you can, and there's <br />just going to be controversy with this one issue. But I don't think we ought to throw out all <br />performance reviews just because one gives us a great deal of trouble. <br />43 <br />
