• expertise, I kind of like the idea myself, at least looking at it. The Mayor problem, again <br />in a problem solving solution, in the past we had a Council that the Chairman basically <br />took on the responsibility of a Mayor and in this form, it is possible for that individual <br />not to vote, to show guidance and leadership, break ties. So it's interesting how that <br />can work but I guess I'd like to fall into what the Chairman was asking us, do we, as a <br />group, have enough information that there's a will or a want for us to move forward on <br />this. I personally like it but I wouldn't want to move forward or to press moving forward, <br />if there wasn't a fair, clear amount of support from my fellow Commissioners. Is that <br />where you're going, John? <br />RAY: Yes and no, but I definitely want you to understand the complexity <br />of this and let's be serious about it if we're going forward. If it's just something we're <br />sort of not really that interested in or whatever, let's try to figure that out. Mr. Martin. <br />SANTANGELO: John, to finish, the thing there was about this conflict with the <br />Legislature or with the State law. If we were to place this on the ballot and it was to <br />pass as a new Charter even, and I think that could be done, then it seems like there <br />would be four years for the Legislature to grapple with this before we moved to that <br />form of government because we are electing a Mayor shortly. <br />RAY: I don't know that it would be four years. I think we decide that. <br />BALOG: Wouldn't that depend on the language of the Charter amendment <br />itself? <br />SANTANGELO: So you could say that in two years or something? Okay. But there <br />seems like there would be some lead time but I just wanted to put that out there. Thank <br />you. <br />RAY: Okay, Mr. Martin. <br />MARTIN: I guess to augment what Mr. Santangelo is saying about are we <br />serious in pursuing it, it comes back to something that Chris said, we go through it, we <br />jump through all the hoops, put it in place and come to find out that it's not legal under <br />the State umbrella. Chris, is it possible to get a ruling from the Attorney General or <br />somebody? <br />YUEN: All of those things, the Corp Counsel opinion and the Attorney <br />General opinion, are just opinions. The Hawaii Supreme Court has disagreed with the <br />Attorney General opinions many times. <br />BALOG: They actually have the last - <br />15 <br />
