I mean, it's a tough one. <br />IRVINE: Does this bother you, this adopted, that the Mayor might not - <br />maybe you don't care having been on the County Council. <br />RAY: I think the cleaner we can make it, and to eliminate things like this, <br />the better, but 1 think we need to be careful withthe time frame. <br />TAKAHASHI: Unfortunately, we go through an annual budget approval as <br />compared to like the State goes through a bi-annual budget and they go through a <br />supplemental year, so it makes it a little easier, however, all of the Counties have <br />annual budget requirements. I think it's by State law. <br />HIGASHI: Mr. Takahashi, before we move on to the budgeting and constraint <br />of time, is the Legislature, when it ends and then you find out exactly how much money <br />you have, is that a problem? <br />TAKAHASHI: Yes, especially of late because this past session, I believe they <br />adjourned after May 5th and our requirement is that our amended budget be submitted <br />to the Council by May 5th, and to get the amended budget to the Council by May 5th, <br />we actually need to conclude our recommendations and send it to our print shop <br />probably the week before, so we are not able to wait for whatever the Legislature <br />provides. However, whatever comes out of Legislature, we can always go back and <br />amend the budget, so from that end, maybe it's not a problem. <br />HIGASHI: So, is it a problem or not a problem? <br />TAKAHASHI: Right now, we haven't been getting much from the Legislature so <br />it's not a problem. <br />HIGASHI: Should we consider moving the fiscal year to another month? <br />TAKAHASHI: No, I don't think so, otherwise it will really create problems for us <br />because when we do comparisons, when you have a different fiscal year, all of a <br />sudden you get - <br />HIGASHI: Only the first year. <br />TAKAHASHI: Well, I mean, you'd be surprised how often we get requests for <br />comparisons. <br />RAY: So, you don't have any recommendation in terms of how we might <br />improve that process?
