Because the document gets amended <br />several times. March lst, there's one document. May 5th, another document that's <br />amended, and then another one before the Council acts, so if we needed to provide all <br />of those copies, it'd be overwhelming. We'd be cutting trees down like - burning paper <br />like going out of style. <br />BALOG: That's why they're growing trees in Hamakua. <br />TAKAHASHI: Well, in approving the budget, the language says that all the <br />Council needs to do is adopt the budget by June 30, and that could pose a problem <br />because, if you take it literally, the Council only adopts the budget, then there would be <br />no review by the Mayor. I'm not sure whether the term 'adopted' meant that just <br />1111 literally that the Council would adopt. It would seem like, when you say adopt, that it <br />meant that whatever the Council adopted went through the process of having the Mayor <br />review and having the Council override if necessary. So, 1 think the term 'adopted' <br />should be clarified. <br />• <br />IRVINE: What if, Mr. Takahashi, we just said that the Council will adopt a <br />budget by the 15th day of June. That would give the Mayor time, rather than adding a <br />whole sentence? <br />TAKAHASHI: Uh huh.
