Could we <br />• do it at that time? <br />BESS: Okay. <br />RAY: We can go ahead and finish up that entire discussion, and I guess <br />the appropriate thing would be to see what language Chris could come up with in terms <br />of job descriptions or possible authority, or do we all have our Charters here? Page 12, <br />Managing Director. So under Powers, Duties and Functions, the Managing Director <br />shall supervise the administrative functioning of all agencies except those under the <br />direct supervision of the Mayor and if you look, directly, that puts Public Works, Parks <br />and Rec, and Fire Department - So, on the Executive Branch, under the Mayor, you <br />have Corporation Counsel, Department of Finance, Planning Department, R&D. <br />MARTIN: <br />point. <br />Or even the Managing Director, comes under the Mayor at this <br />RAY: Right. <br />IRVINE: Yes, they do make a distinction, though, between the fine agencies <br />and the staff agencies that the Managing Director is over. <br />HERKES: Civil Service employees are under the Mayor. <br />RAY: So, why don't we have our attorney look at some language, and do <br />some research on that, and see what we can come up with. <br />HERKES: On what? On the job description for the Managing Director? <br />RAY: Right. <br />HIGASHI: Not so much the job description as his area of responsibilities. <br />IRVINE: Or his area of expertise. <br />MARTIN: Is that what you wanted, Steve? Or what did you have in mind? <br />BESS: I think there are two things. One is his qualifications, and to put <br />that in the Charter, and to provide for a high degree of professionalism, and then two is <br />his scope of authority. And, I'm not sure that handing it over to the attorney at this time <br />- I mean, is everybody clear about what kind of scope of authority we want?
