MARTIN: Right. If you run only two people. You and I run, and you beat me, <br />you should, right there, be bound over as elected. Why should yoU run again and have <br />the same result again? And cost factor is what I'm looking at, to the County. <br />YUEN: You're elected outright. And this was your motion on the non- <br />partisan, and this is the way we wrote it up that it would work, exactly like that. <br />MARTIN: Okay. As long as it's written because you know how our public <br />works it sometimes. <br />YUEN: Actually, it's guaranteed if you only have two, one would be elected <br />outright in the first election, for simplicity's sake, we'll call the Primary Election <br />because it would be held at the time of the Primary, but because blanks and spoils are <br />not counted, with two people, somebody's got to win. And so, that will not carry over. <br />We started this discussion a minute ago when Roland was out, and I wanted you to <br />come back. I think there's two details left on the 6-3 that passed, that the Commission <br />just needs to give me a little direction on so that I can finalize that item. And the two <br />issues are: Are there term limits for the 3 at -larges, and if so, how does that work? Is <br />it going to be four terms of two years? Two times four years? And I really wasn't sure <br />from reading the minutes how the Commission wanted to go on that. <br />RAY: Another thing in regard to term limits that we need to explore is do <br />we want to make any exception on the eight-year term limit to accommodate the <br />Council persons at -Targe. In other words, if you've served 3 two-year terms, could you <br />run Council at -large and, in essence, serve - because that's another - <br />HIGASHI: Another office. <br />IRVINE: John, it would seem to me that it's pretty obviously a different office. <br />if it's the at -large seat. Isn't it? <br />RAY: I don't think it's entirely obvious to anybody, and one of the big <br />issues in regard to term limits had to do with vesting retirement, so that's very much on <br />the - <br />HERKES: Isn't it funny the voters didn't think about that a lot. <br />YUEN: Not something that they were really worried about. <br />RAY: But, isn't that something else we need to consider? <br />YUEN: You're absolutely right, and because this is something that's new, it <br />needs just to be decided, and John is right to add that on there. It can be done either <br />way, but it should be spelled out so the people look at it and there's no uncertainty. And <br />16 <br />
