Thank you. <br />RAY: Jay, you might want to stick around. <br />WEST: Yes, 1 was going to. <br />RAY: One of the things we're going to talk about is the idea of a <br />committee, or a Commission, on solid waste and the environment, and Jay's very <br />involved in manufacturing recycled glass, and she's been at the forefront of some of <br />these discussions for a long time. So that would be helpful if you'd stick around. <br />HIGASHI: I have a question. <br />RAY: Yes sir, Roland. <br />HIGASHI: Jay, there was a situation over in Kona where they had a <br />subdivision that was approved by the Council, where the community wanted to have <br />another access road mauka-makai, and if you had at -large Council people, you'd be <br />their constituents. I think, in that case, it may be an opportunity for people to pressure <br />those people a lot more because they would also have to run in your district. So, one <br />of the benefits of having at -large, you would have more Council people. l mean, you'd <br />be their constituency. <br />WEST: Yes, however, I feel as though, with the population as diverse as it <br />is, it's hard for a person to say, yes, I represent the whole island, when it's so hard to <br />get around the whole island, and to be able to represent those people. So that's why I <br />feel strongly about that. That thing with that subdivision deal, that's a planning deal. <br />That's just poor planning. <br />HIGASHI: Yes, but those Council people are going to be the ones who are <br />making the decisions. And many of the controversies within the Council are planning <br />issues. <br />RAY: That concludes the public testimony for right now. We are <br />expecting at least one additional person.
