RAY: I'm very familiar with the background, so I'd just like you to submit <br />to us what you'd like to see addressed in the Charter, and how you think it could be <br />better handled in regard to the Charter. <br />ROSS: Okay. Then let me carry on because I don't want to waste time, if <br />you don't mind. It should be clear from that, and other things, that something more, in <br />the way of fundamentals, should be put in the Charter. Now, you can say, yes, but the <br />Police Commission can do what they like already, and so on. No. The Police <br />Commission has to be told by the Charter what it should do. Recently, I'm talking a few <br />weeks ago, I was ticketed for not wearing a seatbelt. I have a doctor's statement in my <br />pocket. It was ignored. It went to court already. The judge dismissed the case. Here <br />am, falsely accused again. These things shouldn't happen. I wasn't arrested, by the <br />way. The case is still coming up. That is what I am going to bring a complaint for in <br />Police Commission, and Corp Counsel has let me know that I'm not going to get a <br />contested case hearing. Well, the rest is useless. Police can say whatever they like. <br />They're not even under oath, and so on, which is a big mistake. And I have stated that <br />everything, as far as I'm concerned, is public. I have no privileges. Then, I don't know <br />if this is really your kuleana, so I have to apologize if it isn't. Now, my brief list is the <br />following: - Forbid the use of hollow point bullets, which should be done <br />under the Hague Convention of 1907. <br />RAY: Henry, I really don't think those areas are under the purview of the <br />ROSS: Pardon? <br />RAY: <br />Charter. <br />don't think those are areas that are under the purview of the <br />ROSS: I think it is. The County can make sub -rules to anything that it <br />wants to. It says in the Charter itself. <br />SANTANGELO: Mr. Chairman, personal privilege. Mr. Henry was taken out of order <br />as a privilege to you, Henry. You have people sitting here who have been there for <br />well over half an hour to 40 minutes, listening to you, and you're taking their time too. <br />would ask that the Chair speed this up a little bit out of regard for other people. Henry, <br />there's more to this government than just you, and you can give this to us.
