In summary, we feel that a requirement <br />for registered engineer as the head of the Department of Public Works and Department <br />of Water Supply is in the best interest of the public, the county, and the department. <br />We therefore urge you to withdraw the proposed Charter Amendment. I said that we should have more <br />Commissioners from this side of the island because we have a lot more water to deal <br />with. <br />IRVINE: <br />PAVAO: <br />Yes, he tried. <br />I don't want to get there. <br />SANTANGELO: No. It really is an attempt to try to, kind of, and I understand where <br />you're coming from, but if you could just make comment to - and trying to be a little bit <br />more open to this, and maybe we're trying to be consistent too, in terms of this <br />representation from around the island. And it was interesting, Milton, that you said <br />you're trying to be representative of the island. We have an awful lot going on <br />economically on the other side of the island, and geographically they're given basically <br />one Commissioner, and it just seems if we could - I understand on a Council level, <br />that's what happens. You have this parochial territorialism. Commissions tend to be, <br />because of a willing to serve more than a political agenda, I found it to be a little bit <br />more open minded, and I think that's the attempt there, is to try, in a way, <br />uncomfortably force a little more input into the picture, and the strategic plan for this <br />island. Now, you've got your mokus and then you've got the at -large. What's the <br />requirement on the at -large? <br />PAVAO: There's no requirement on the at -large. As long as the six <br />15 <br />
