representative districts is represented, then the remaining three can be from anywhere. <br />SANTANGELO: Can come from anywhere. <br />PAVAO: Anywhere. <br />SANTANGELO: And like you said, that statement of `I'll get back to you later', a lot <br />of what we're looking at, the Commission is trying to look at the island as a whole, and <br />not get back to them later too, so I'd hope you'd understand that. <br />PAVAO: Right. No, I certainly agree with that, and that's the reason why, <br />guess, our Commissioners went on record to oppose this because, as I said, in Water <br />Supply, decisions have to be made island -wide. Although systems are specific, the <br />decisions on priority spending, things like that, have to be looked at systemwide. You <br />can't have people pulling for separate things in their own districts which can happen. <br />And by having people further separating the districts into nine specific areas, I'm not <br />saying that it's happened, but the potential for it happening is much greater. <br />SANTANGELO: On the other hand, there's a logic that says that you're supposed to <br />come to these Commissions with the tools and integrity, and we admit there's an <br />advantage to having district representation, and what we're trying to do is create a little <br />more district representation to enfranchise the people. But you're feeling that that <br />enfranchisement might be at too high a cost. <br />PAVAO: <br />happen. <br />Well, I guess what I'm trying to say is what's logical doesn't always <br />SANTANGELO: Been there. <br />RAY: Milton, just one other question in regard to the qualifications of the <br />Head of the Department. Would you describe your job as more administrative in nature <br />or more technical in nature? I mean, the bulk of what you do, or takes up your time, <br />because, obviously, that's where we're coming from, and we're making the assumption <br />that the Head of the Public Works Department and Head of Water Department is more <br />of an administrative position. <br />PAVAO: I appreciate that question. That's a real good question and I think I <br />can, kind of, answer it by saying the degree of administration is not as severe, not as <br />much, as the technical portions. Good examples: I have an average of about 3 or 4 <br />meetings a day. Most of the meetings are with developers, wanting to do projects, and <br />if I didn't have the engineering background that I had, I couldn't understand what they <br />were trying to do. It really helps because I know the system. I've been with the <br />department a long time. I have the engineering history of what happened and that is a <br />huge advantage because developers want to develop, and they want to know how to <br />16 <br />
