Let's move on to <br />Chapter 2, The Data Systems Department, Section 5 -2.1. Is there any discussion? I'm using <br />the revised version of the Charter that we have. There being no discussion on Section 5 -2.1, <br />let's move on to Section 5 -2.2. No discussion, let's move on to Section 5 -2.3, Qualifications. <br />Is there any discussion? The only general comment that I have regarding this section is that I <br />believe that this was one of the sections that was inadvertently moved in the earlier revision <br />of the Charter to Article VI, which covers the departments. I don't know if we would want to <br />follow through with that revision by moving this under Article VI? I don't know if it's <br />appropriate under Article V. Is there any discussion? <br />MS. JARMAN: It seems to me that it would be more appropriate moved over; just to be <br />logically consistent within the document. <br />CHR. HAITSUKA: Alright, I'll ask the Commission's attorney to draft the proposed <br />amendment. Is there any discussion on Section 5 -2.4? There being no discussion, let's move <br />on to Chapter 3, Cost of Government Commission, Section 5 -3.1, Declaration of Policy. Do <br />we have any discussion on this section? There being no discussion, let's move on to <br />Section 5 -3.2, Cost of Government Commission. <br />MS. JARMAN: Mr. Chair, can I just ask a general question of anybody who knows? Does <br />the Cost of Government Commission actually help? Has it done anything to make it worth <br />having? You never hear about it, and I was Clerk for two years. I don't remember seeing <br />any of their reports, but maybe they are valuable. It seems like they don't have much time to <br />do what the Charter says for them to do. <br />MR. TAKABA: They've done reports, and the reports have been reviewed, but I don't recall <br />where there were any major changes as a result of the reports or the work that they've done. <br />11 <br />
