Management to look at. I would be inclined to grant the Mayor that authority, and I would <br />make a motion for that. <br />Ms. Jarman moved to ask Commission Attorney, Levi <br />Hookano to draft a proposed amendment to Article VI, <br />Section 6 -5.4 (Section 6 -10.4) as recommended by Lono <br />Tyson, Environmental Management Director, in <br />Communication 27. Seconded by Mr. Kealoha and <br />carried by the following vote: <br />Ayes: Commissioners Honma, Jarman, Kaulukukui, <br />Kealoha, Osborne, Shumway, Unger, and <br />Chair Haitsuka. <br />Noes: None. <br />Absent: Commissioners Fuertes, Kawauchi, and Nahale -a. <br />MR. UNGER: What about the balance of his comments? If we don't make a motion does that <br />mean that nothing moves forward as far as his communication? <br />CHR. HAITSUKA: That is open for discussion. We can either act on it, or we can file the <br />communication. One of his suggestions is he's asking that qualifications for the Department of <br />Environmental Management be changed to reflect some type of engineering degree or a degree <br />in a related field. Is there any discussion or comments on that? <br />MR. HOOKANO: Mr. Chair, could I ask for some clarification from Ms. Jarman? To be <br />clear, you wanted just that one section drafted into a proposed Charter amendment? <br />MS. JARMAN: Yes, it would add, "...as directed by the Mayor" to Section 6 -5.4. Although I <br />don't think it's called Section 6 -5.4 right now, but whatever the equivalent of that would be. <br />MR. HOOKANO: Okay, thank you. <br />CHR. HAITSUKA: That provision is in Chapter 10. <br />MS. JARMAN: It would be Section 6 -10.4 of the current Charter. <br />MR. HOOKANO: Thank you, Mr. Chair. <br />COMM. 27 Continued: Section 6 -5.3 (Section 6 -10.3) <br />CHR. HAITSUKA: Is there any discussion on Mr. Tyson's request to amend the Charter to <br />reflect that the Director of the Department of Environmental Management would be required to <br />have some type of engineering degree? <br />D <br />
