STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS <br />CHR. HAITSUKA: Next on our agenda is Statements from the Pubic on items on the <br />agenda. Do we have anybody to testify in Hilo? <br />MR. HOOKANO: Mr. Chair, we have one person, Mr. Goodenow, to testify on <br />Communication 257, in support. <br />KENNETH GOODENOW <br />(At this time Kenneth Goodenow, County Clerk, came forward to address members of the Charter <br />Commission.) <br />CHR. HAITSUKA: Good afternoon, Mr. Goodenow. <br />MR. GOODENOW: Good afternoon. I just wanted to sign up to testify to say how remiss <br />I feel about the problem with CA -7 and CA -12. I think Mr. Hookano's memo recaps it <br />well. Originally, in the existing Charter, it says, "...persons who registered in the last <br />general election." We didn't like, "...persons who registered...," we wanted either, "valid <br />votes cast," or "ballots cast." And as far as the general election portion, we really didn't <br />address that. What makes it even more egregious, however, is that in reviewing this, for <br />CA -35, which was the other recall amendment that failed, we pointed out this problem. In <br />my communication, I state that it be amended to read, "the total number of votes validly <br />cast in the recall election shall be no less than 50% of the total number of valid votes cast <br />in the last election;" without "general." I guess what happened was that I was so relieved <br />that CA -35 died, I must have left the room and I guess CA -7 was not addressed. So, I do <br />apologize for that. But, we concur with Mr. Hookano's recommendations, and ask that <br />you make those changes for both CA -7 and CA -12. I would also note that's the day Pat <br />Nakamoto was not present. Thank you. <br />CHR. HAITSUKA: Do we have any one else in Hilo to testify? <br />MR. HOOKANO: No, Mr. Chair, that's our only testifier here. <br />CHR. HAITSUKA: We have Sue Dursin here to testify in Kona. <br />SUE DURSIN <br />(At this time Sue Dursin came forward to address members of the Charter Commission.) <br />MS. DURSIN: Thank you. I'm speaking for the League of Women Voters. I see that <br />since you are reconsidering CA -12, something emerged about six weeks ago that I had not <br />noticed. The League had testified on signature requirements when we started this process. <br />We had asked that signature requirements be limited to the four digit social security <br />number and the month and day of birth. That would correspond to Article XI, on initiative <br />2 <br />
