CHR. HAITSUKA: It took me a while to figure out what the problem was. What <br />happened was, in Article VIII, relating to the department of water supply, in Section 8 -2, it <br />talks about the manager of the department of water supply. It also mentions some of the <br />other department heads, such as the planning director. But, for public works it calls the <br />director by the old name, the "chief engineer." When you look under Chapter VII, the <br />department of public works; in there it says that the department is actually headed by a <br />director, not a chief engineer. I think that was just a carry over. I believe the director <br />might have been called a chief engineer at one time. So we are just kind of cleaning that up <br />to be consistent between Article VIII, Section 8 -2 and Chapter VII. <br />We received Communication 256.7, which is from Ron Takahashi, dated yesterday, August <br />12, 2010. He was pointing out that the director of public works does have to be a licensed <br />engineer. We had incorrectly stated in the summary, that the director doesn't have to be a <br />licensed engineer, but actually the proposed amendment doesn't relate to the qualifications, it <br />is just making the two different sections of the charter consistent. <br />MS. JARMAN: Okay, I think we are ready to go over here. <br />CHR. HAITSUKA: Is there any further discussion on the proposed ballot language for <br />CA -1? Let's take a vote. <br />The motion was carried by the following vote: <br />Ayes: Commissioners Jarman, Kaulukukui, <br />Kealoha, Nahale -a, Osborne, Shumway, <br />Unger and Chair Haitsuka. <br />Noes: None. <br />Absent: Commissioners Fuertes, Honma, and <br />Kawauchi. <br />CHR. HAITSUKA: Let's look at the related commentary contained in Communication <br />256.4 with respect to CA -1. Here we have proposed commentary that was drafted by the <br />League of Women Voters and also one that was drafted by the Educational Committee. <br />MS. JARMAN: Mr. Chair, I think we can take out the first sentence in (2), and just say, (2) <br />"Currently Article VIII (Department of Water Supply) mistakenly calls the director of public <br />works the "chief engineer." This proposal will correct the error." So if we take out that first <br />sentence, I think we are okay. <br />CHR. HAITSUKA: I think that would work. <br />13 <br />
