E . Solid Waste Division . <br /> • <br /> Activities: <br /> a. Operate and maintain landfills in Hilo and Kona on a daily basis <br /> from 6:30 am to 4:30 pm in Hilo and from 6:30 am to 4:00 pm in <br /> Kona. Except for the disposal of hazardous wastes, landfill <br /> operations include: <br /> • <br /> ( 1 ) Landfilling to dispose of residential and commercial refuse. <br /> (2) Landfilling to dispose of construction wastes. <br /> 9 P <br /> agricultural Landfilling to dispose of organic and wastes. <br /> (4) Maintenance of a storage area for derelict vehicles. <br /> b. Operate and maintain 20 major and 1 local transfer station <br /> islandwide which are open 24 hours/day every. day. Transfer <br /> stations operate through a compactor trailer system which <br /> includes: <br /> ( 1 ) Pick-up trucks which power the trailer compactor system. <br /> (2) Truck tractors which haul the refuse trailers to a County <br /> Landfill . <br /> c. Planning and implementation Of the following : <br /> ( 1) Improvements to the existing waste disposal facilities. <br /> (2) Improvements to existing waste disposal operations. <br /> (3) New facilities and systems to accommodate changing needs. <br /> F.. Traffic Division <br /> The Traffic Division is responsible for all activities necessary to <br /> install , operate and maintain street lights, traffic signals, traffic <br /> signs and markings, and parking meters on the County of Hawaii ' s over <br /> 1 ,000 miles of roadways to provide the public with a safe County highway <br /> system. <br /> Activities: <br /> a. Administration - provide overall management of the' division ' s <br /> three operating functions in the administrative and technical <br /> aspects of the various traffic programs. The administrative <br /> aspects include budgeting, resolving complaints, maintaining <br /> personnel and traffic records, obtaining federal funds , training <br /> personnel and educating the users of County . highways. The <br /> technical aspects included designing improvements, reviewing <br /> • plans and specifications, inspecting projects, investigating <br /> complaints, completing studies and reports, and recommending <br /> improvements in the various operating functions. <br /> b. Street Lights and Traffic Signals - install , operate and maintain <br /> street lights and traffic signals and continue the design and <br /> implementation of energy and fuel conservation programs. <br />
