before anything else is adopt a rules and procedure and this <br /> is what was used before and I think we ought to do that and <br /> decide whether or not we want to adopt these particular rules <br /> as a working set of rules. I assume that they could be <br /> changed at anytime, as a matter of fact, these particular <br /> rules provide that they can be amended by a majority of the <br /> commission members if it affects the internal management of <br /> the commission.
