You know, I' ve <br /> seen it work where the commission member would go to the police or <br /> to the administrator and discuss the problem (inaudible) . So, <br /> despite the fact that you said that , you know, they do these <br /> (inaudible) so (inaudible) . <br /> IBARRA : Yeah. <br /> BETHEA : Possibly arising from the potential clout that they <br /> could have, in that they could fire the Chief . <br /> ONONAKA : Yes. <br /> IBARRA : Yes. And I 'm not saying don ' t get me wrong , I 'm <br /> not saying the commissioners aren' t performing. . .performing a <br /> useful function. I'm saying that I 'm just pointing out the area <br /> where I think this committee. . .the commission should look into, as <br /> far as the allegations against police misconduct and. . .as a result <br /> of our recent incident. And I agree with you certainly ; they <br /> reside in the district and they ' re more accessible to the public. <br /> And, certainly , the even a one-on-one call to the Chief or the <br /> department head, certainly would. . .hopefully, the department head <br /> would take heed to that . <br /> CUSHNIE : Ron. <br /> IBARRA: Yes. <br /> CUSHNIE : Excuse me. Is it difficult to fill the commission <br /> positions? <br /> IBARRA : No. <br /> CUSHNIE : So you feel that there really is an honest effort <br /> there on the part of the commissioners , to be accessible to the <br /> public? You don' t feel that we ' re placing a burden on the public <br /> by making so many commissions responsible for the day-to-day or <br /> even general running of these departments? <br /> IBARRA: I don' t think. . .first of all, there ' s. . .there <br /> haven ' t been any problem that I 'm aware of as far as appointing <br /> commissioners. I think certainly the mayor' s. . .lots of volunteers <br /> out in the private sector, are willing to serve. I think once <br /> they ' re appointed though, I think there should be more publicity <br /> that they are the commissioners. And that ' s why, at least when I <br /> was managing director, I asked the. . . all of the commissions. . .all <br /> the commissions to at least publish, even though if they ' re not <br /> required under state law, publicize their meetings , so at least <br /> you get more public input. And that , once I know. . .once the <br /> public knows of the commission within her district, that that <br /> commissioner would be more accessible to the people when they <br /> call. Although sometimes , depending on the funtion of the <br /> 38 <br />
