IBARRA : But the. . . really, generally speaking , the mayor <br /> has <br /> a lot of authority , and should have , over his. . .over the <br /> departments , just by the mere fact that they ' re all appointed <br /> except the ones that are appointed by the commission. They can <br /> all be terminated, except the Corp. Counsel , without the <br /> concurrence of the Council. So once they ' re appointed and <br /> confirmed, such as the Finance Director, Planning, R&D, P&R , <br /> Public Works and Fire, they can be terminated without cause , <br /> without concurrence of the Council. So that in itself is a. . . <br /> GREENWELL: Going back to what I said earlier, the problem <br /> was the purchasing agent purchased without the authority of the <br /> Board of Supervisors at the suggestion of a supervisor. And this <br /> is what they tried to get away from by going to the strong mayor <br /> and having that one person in authority. Everything then had to <br /> be approved of by the Council. <br /> JUVIK : Excuse me, Ron. The commissioners themselves in <br /> these , you know Civil Service , Police and so on, do not serve at <br /> the pleasure of the mayor, do they? <br /> IBARRA: No, they serve for a fixed term. <br /> JUVIK : So, there , a new mayor does not automatically mean <br /> new commissioners in those. . . <br /> IBARRA : No. <br /> JUVIK : . . .in those. . . <br /> BETHEA : He ' s appointed. . . the mayor appoints and the Council <br /> confirms. <br /> JUVIK : Right, but they ' re not all going out when the new <br /> mayor comes in? <br /> IBARRA : No. <br /> BETHEA: No. <br /> IBARRA : The state commission, and I know certain governors , <br /> have asked resignations from their commissioners , even though they <br /> don ' t automatically. . .are co-terminous with the. . .now that ' s <br /> really political. But under the County Charter, these people are <br /> not co-terminous with the term of the office of the mayor. <br /> OMONAKA: Mr. Ibarra? <br /> IBARRA : Yes. <br /> OMONAKA : Coming back to the Police Commission. <br /> (Inaudible) . . .problems that you observed.
