I ' <br /> qualifications are concerned, obviously a resident of Hawaii <br /> County, and that ' s just a technical term, license to practice <br /> before the. . .Hawaii Supreme Court , as all lawyers in the state are <br /> licensed to do. And then I just put in 3 years. . .my. . .3 years in <br /> the state of Hawaii. My thought here was that we don ' t want <br /> somebody straight out of law school. We want somebody with some <br /> experience , legal experience , in the state of Hawaii , three years, <br /> five years , ten years , whatever. But, that was the reason for <br /> that sort of experience requirement. Have demonstrated expertise <br /> in administrative , municipal, and constitutional law. Those are <br /> the three terms that generally describe the kind of law we ' re <br /> dealing with here, as opposed to criminal or patent law, or some <br /> other kind of law. I belive though (inaudible) perhaps we have <br /> some (inaudible) . I blieve those are subheadings. . .subareas of <br /> law that we ' re dealing with in this case. I. . .those I listed as <br /> minimum qualifications. I also indicated some desirable quali- <br /> fications, obviously not required but , obviously if somebody has <br /> an applic. . .has working experience with the Hawaii County Charter, <br /> so much the better. I also put general familiarity with and <br /> sensitive to community values , that may be impacted by the <br /> organiation or operation of the government. Again, the idea is <br /> that somebody that has some (inaudible) and some feelings for the <br /> way the County operates and so on. And finally I threw in <br /> demonstrated community service. I kind of threw that in on the <br /> idea that other things being equal , a lawyer that has a lot of <br /> community service in his background is probably somebody that is <br /> going to be. . .is going to kokua us a little as well as charge us <br /> money. So that was the rationale there. <br /> BETHEA: Okay. If I could just make a couple of comments . <br /> The. . . I think one of the. . .you talk about desirable qualifi- <br /> cations, people who have had experience drafting legislation, for <br /> example , and the Charter is a piece of legislation, that would be <br /> a very desirable thing. Sensitivity to the community values , I <br /> don' t know, because I think we ' re going to establish the values. <br /> We may not be interested in that person ' s opinion. Salary , I <br /> don ' t think. . . I really don 't think we need a lawyer on a salary <br /> basis; I think we need him on a part-time, some sort of hourly <br /> rate basis, as and when we think it ' s necessary. As Akira pointed <br /> out, probably good for him or her to attend the meeting. But I <br /> would think we would want somebody that we could assign a specific <br /> project to. You know, research this and research that. And pay <br /> them on some hourly basis as opposed to trying to set up a salary <br /> or a retainer. <br /> JUVIK : Yeah, I think (inaudible ; missed communication due <br /> to tape change) . <br /> BETHEA: Let ' em (inaudible) . <br /> JUVIK : Akira said that last time they just got a <br /> flat. . ..they just paid a flat fee for the lawyer for the whole <br /> period, right? <br /> 62 <br />
