OMONAKA : No , I think he got paid by the hour that he put <br /> in, you know. So a lot of times, like when we were. . .you know, in <br /> our deliberations, just as you go , I mean, you ' re gonna want some <br /> legal opinions, so by and large, he ' s been at the. . .our meetings <br /> and our public hearings. <br /> JUVIK : Did he also conduct research for you on legal issues? <br /> OMONAKA : Everything that was required, by the commission. <br /> BETHEA: And drafted, you say? <br /> OMONANA: Yeah. <br /> JUVIK : Right. <br /> BETHEA: Then if you only use ' em when you need ' em, then <br /> you only pay for it when you need it. That ' s why I think an <br /> hourly rate. <br /> UNKNOWN: Well, what ' s the hourly rate right now, I mean <br /> you know, for. . . <br /> BETHEA : You know, it varies. And hourly rates aren ' t a <br /> very good indication of whether or not you ' re getting a bargain. <br /> Because it ' s depending on the level of expertise in a particular <br /> field. Somebody who may have a much higher hourly rate is going <br /> to have a lower bottom line. But this work, I think, is going to <br /> involve drafting and some research. And we may find some people <br /> out there who are willing to do it, as you suggested, on something <br /> less than their full fees. I don' t know how to respond if we <br /> said, you know, make an offer. We may find somebody with enormous <br /> experience who hasn ' t entered, and who would come up with some <br /> very reasonable hourly figure. <br /> GREENWELL : There was something on the radio the other day. <br /> One thing an attorney should remember is, don' t put your fee so <br /> low that people don ' t think you ' re any good. (Inaudible. ) <br /> BETHEA : I don ' t know. <br /> JUVIK : Excuse me, Mr. Chairman, along those lines , I also <br /> made contact with the dean of the Richardson School of Law in <br /> Honolulu, because the law faculty at the Manoa campus is obligated <br /> to do some community service and had a talk with some lawyers in a <br /> general way, about. . .you know, what kind of, you know, what do you <br /> want , and this give and take you ' re talking about the attorney and <br /> the fee structure, and the dean indicated to me that there ' s a <br /> possibility they might be able to kokua some specific help. And <br /> they also indicated that it might be possible for us to make use <br /> of a legal interm during the summer from the law school, that <br /> might be able to do some research for the lawyer that we ' re <br /> using.
