So if the mayor tells the managing director, I <br /> want you to supervise the rest of the 16 or 17 agencies , even <br /> though the Charter says they ' re under the mayor, I don ' t think any <br /> managing director in her right mind would say , hey mayor , the <br /> Charter says you supervise . Because. . . <br /> DUNCAN : Ron, what. . .what was the original (inaudible) now, <br /> however , for breaking out of (inaudible) three under the managing <br /> director? <br /> IBARRA : Okay. If you look at the three departments under <br /> the managing director, they ' re the most. . .they ' re the largest <br /> departments in the County. Parks and Recs is the largest <br /> department in the County with over 200 employees. Public Works , <br /> likewise. Fire. . .they ' re the largest line departments under <br /> the. . .under. . .well , in the County organization. The rest , if you <br /> like at. . .by it functions , they ' re either small line departments <br /> that are overseen by commissions, or just pure staff . Like , for <br /> example, in the Corp. Counsel, Finance , Planning , R&D, <br /> Safety. . .they ' re all staff departments that should certainly have <br /> direct access to the mayor for legal questions, financial <br /> questions, planning , and research and development. . . responsible <br /> for the development and assist in the. . .assist the public <br /> secretary in obtaining federal funds , as well as the Safety <br /> Coordinator, which is responsible for industrial accidents. So <br /> they ' re basically staff. . . <br /> BETHEA : Isn' t that the real difference , that they ' re staff ; <br /> they perform a staff or advisory function. . . <br /> IBARRA : . . .to the mayor. <br /> BETHEA: Yeah, while the others are big operating <br /> departments. <br /> IBARRA : That ' s right , and I. . . <br /> BETHEA : That ' s what it is. <br /> IBARRA : And I think that another reason is that , <br /> certainly , I know some of you , or most of you here are managers in <br /> your own occupation ; and as you know, you can ' t supervise too many <br /> at one time. The span of control is. . .you can ' t be an effective <br /> supervisor. But basically , this is the Charter setup.
