You do now? <br /> SEWAKE: Generally. <br /> CUSHNIE: But if the method of financing were to change, <br /> you might be put in that position? <br /> SEWAKE: Uh-huh. And I think the argument would be, you <br /> know, whenever we have improved. . .or bring in water in any <br /> area, it increases the tax. . . the County' s tax base, which is a <br /> good reason to fund, I think, water projects . <br /> CUSHNIE: Do you feel that your powers would be diluted by <br /> having to appeal to the County. . . <br /> SEWAKE: No. <br /> CUSHNIE: . . .for funds? <br /> SEWAKE: We may get less funds , that ' s all . <br /> CUSHNIE: But that may, in turn, raise your need for bond <br /> issuance? <br /> SEWAKE: Yes . Uh-huh. <br /> BETHEA: Well , except that the sin taxes would pay for <br /> County operating revenues , would fill the gap for operating <br /> revenues , and you' re going down there for Council funds? <br /> SEWAKE: Yeah. <br /> BETHEA: So that they' re (inaudible) . Any other questions? <br /> POPPE: Bill , do you think that the manager of the <br /> department must be a registered engineer? Or do you think that <br /> there is a. . . there ' s been change. . . <br /> SEWAKE: Well , the only thing you musn' t do in this life <br /> is (inaudible) . I think it ' s a big help.
