configuration and leads to some significant distortion in that <br /> Molokai has kind of a fixed seat. <br /> And the other way it can be distorting is that the person <br /> elected from a district may not be, in fact , the choice of the <br /> people in that district. In the Office of Hawaiian Affairs, we <br /> had a situation recently where the person from the Maui <br /> district lost on Maui but won dramatically on Oahu because he <br /> had ohana there and, thus , was elected as the Maui <br /> representative. And this is the kind of awkwardness this <br /> system can lead to, and so you may want to review the <br /> appropriateness of this system as you go through your <br /> deliberations. <br /> There are a number of policy arguments , both in favor and <br /> against the at-large system. The at-large system tends to <br /> raise campaign expenses if you've got to campaign over the <br /> whole island, then you obviously have to spend more and spend <br /> more time campaigning. Your link to the individual <br /> constituents are less , inevitably. And as I said before, the <br /> districts in fact may not be properly represented in the sense <br /> that they may prefer somebody else as opposed to the person who <br /> is actually elected at-large. The advantages of at-large <br /> elections is that you do have a. . . everybody is kind of <br /> committed to the whole island and, in that sense, you have <br /> people making decisions for the well-being of the entire <br /> island. <br /> And so, in some communities , there is the mix, and this is <br /> something you might consider some at-large and some district <br /> elections. This was proposed actively on Oahu during the last <br /> Charter revision and you have that mix, in fact it wasn' t <br /> adopted, but it has something to do with the (inaudible) . <br /> BETHEA: If you did that , you would be. . .people voting <br /> from a particular district would have to be on a one man, one <br /> vote basis , wouldn' t they? <br /> VAN DYKE: Well , you could, yes. Yes . If you went <br /> district-wide, you'd have to divide up the island in terms of <br /> one person, one vote and of course that would mean that the <br /> population centers , Hilo and Kona area, would have <br /> proportionately more than the less populated areas. But the, <br /> you know. . . the advantage is that those people can then fight <br /> for the infrastructure that they need and get a share of the <br /> pie that the people in that area actually need as in relation <br /> to population size. <br /> I remember growing up. . . I grew up in Virginia and. . .aboard <br /> the one person, one vote system and lived in urban areas in <br /> Washington, D. C. , and our roads were always full of potholes <br /> 107 <br />
