I went through. . . <br /> BETHEA: Yes , can we. . . <br /> VAN DYKE: Shall we stop and ask questions? <br /> L'ORANGE: I just want to ask a question so it ' s clear in <br /> my mind , one person, one vote, we' re talking about registered <br /> voter or eligible voter? <br /> VAN DYKE: Good question, and another one that ' s been <br /> litigated. In Hawaii , historically, there has been a use of <br /> the registered voter approach, and that was justified in part <br /> that we had a lot of military population that ought not to be <br /> considered, at least according to some people in terms of the <br /> make-up of our political community. <br /> In other parts of the country, the actual number of people <br /> has been the determining factor. And so, Hawaii . . .Hawaii ' s <br /> approach of allowing the registered voter list has come under <br /> some attack. And the most recent decisions have said that <br /> the. . . they should move toward an actual residency count under <br /> the registered-voter (inaudible) . <br /> BETHEA: Yes , Pam. <br /> CUSHNIE: I believe last January, 1988 , there was a House <br /> Bill 3164 that brought this to point , and I believe it was <br /> adopted. It does change the terminology, changing registered <br /> voters as the basis for reapportionment in state legislative <br /> districts and replaces it with the term population. Are we <br /> bound to them? <br /> VAN DYKE: I think that was the result of a court decision <br /> and so I would say, yes . <br /> CUSHNIE: I believe that is passed state-wide last year <br /> just recently. <br /> BETHEA: No, that wouldn' t impact us because of our <br /> at-large voting system. <br /> VAN DYKE: Right , if you stick with the at-large system, <br /> of course, you don' t have any reapportionment problems at all <br /> and that ' s one of the advantages. <br /> 108 <br />
