I go to conferences and I <br /> talk to people about local government, and we compare notes . <br /> This does happen in other communities , but it ' s pretty <br /> rare. It ' s pretty rare that you get the kind of fund- <br /> raising you have on all levels throughout, that we have in <br /> Hawaii County.
