BETHEA: A fire commission or a, for example, the <br /> chief of police is appointed by the Police Commission and <br /> may be removed by the Police Commission. I think the basic <br /> idea there is the, you know, professionalism, continue of <br /> vision, etcetera, of professional services . What would you <br /> think about a commission system for the selection of the <br /> fire chief as it ' s done for the chief of police? <br /> BELLO: I think if I had the opportunity to have <br /> listened to something like that, I 'd be for it. I 'd sure <br /> like to have. . . see a fire commission established for <br /> the County of Hawaii . <br /> JUVIK: Why? <br /> BELLO: Well, for one thing. . .why. <br /> GREENWELL: Yes . Somebody ' s going to tell you what <br /> to do. Although they may not know a damn thing about fires. <br /> BELLO: That ' s a fact of life (inaudible) . But I ' ll <br /> have to think about it , why ., But this having a commission <br /> (inaudible) . That' s all. All we have to think and do is <br /> reasons . . . advantages of having a commission (inaudible) . <br /> GREENWELL: (Inaudible. ) <br /> BETHEA: You know, we would like you to think about <br /> it, you know, come back with us . I would point out to <br /> Mr . Greenwell that under the Police Commission, neither <br /> the commission or its members abide specifically by the. <br /> Charter are allowed to interfere in any way with the <br /> administrative affairs of the department so that you do. . . <br /> there is in my opinion a separation of the professionalism. <br /> In other words , the Police Commission members aren' t to <br /> try to intrude themselves in the day-to-day operations of <br /> the Police Department as a professional job. I don' t <br /> think there' s that danger , depending on how you construct <br /> it. <br /> GREENWELL: I think the Fire Department and Police <br /> Department are two different things . The Fire Department <br /> is a professional group of people fighting fires and doing <br /> emergency medical work as not, and there' s a job <br /> to do. And in the Police Department you have all kinds of <br /> things , pressures on policemen themselves and allsorts of <br /> other things that need a separation from politics and the <br /> department where I don' t see there ' s ..a..necessityfor that <br /> in the Fire Department. <br /> JUVIK: I would tend to agree withthe chairman, but <br /> perhaps fire. . . fires are more cut and dried than police <br /> 184 <br />
