POLICE DEPARTMENT OPERATIONS <br /> By Chief Victor Vierra (Verbatim) <br /> BETHEA: The next item on our agenda is a presenta- <br /> tion by Chief Vierra concerning the Police Department. We <br /> always had. . .already have his handout and Chief Vierra, <br /> we ' ll be. . .what the Charter Commission has been going <br /> through as of late is kind of a self-education program, <br /> talking to various County department heads , simply trying <br /> to become more knowledgeable about County government, about <br /> our particular County government , how it works and what <br /> will. . .about other forms of county government. However , we <br /> are ready to consider any suggestions that you have concern- <br /> ing the Charter or amendments , with respect to your depart- <br /> ment, or in any other respect. <br /> We' re not really at the decision-making stage, but <br /> we 're certainly at the in-put stage and will appreciate any <br /> in-put that you would care. to make. At any time in the <br /> future after your testimony is finished today, we ' ll be <br /> glad to talk to you again and submit a written statement <br /> with specific suggestions . So with that, I again thank you <br /> for being here and would ask you to begin with your <br /> presentation. <br /> VIERRA: Thank you, Mr . Chairman, believe me. As <br /> you 're aware, the Hawaii County Police Commission is <br /> governed. . .Hawaii County Department is governed by a Police <br /> Commission that is__appointed by the mayor . See from the chart <br /> there [presentation and chart are Attachment C] . The <br /> commission consists of seven members and they represent the <br /> various areas of this island. Right now there are two <br /> residents from the combined districts of North and South <br /> Hilo; one from the district of Puna, one from the district <br /> of Ka° u; one from the combined districts of North and South <br /> Kona; one from the combined districts of North and South <br /> Kohala and one from the district of Hamakua. <br /> As is mandated by the present County Charter , the <br /> commission shall adopt such rules asit may consider <br /> 191 <br />
