Except for the <br /> purpose of inquiry, neither the commission nor its members <br /> shall interfere in any way with the administrative affairs <br /> of the department . <br /> The department is run by a chief and deputy chief of <br /> police, both of which are appointed by the Police <br /> Commission. The deputy chief is appointed by the chief with <br /> the approval of the Police Commission. As stated in the <br /> Charter , the chief is the administrative head of the depart- <br /> ment and carries out the functions of the department as <br /> required by law, in addition to training, equipping, main- <br /> taining and _ supervision';ofsworn and civilian employees.. <br /> At the present time, as evidenced by the chart, the <br /> main structure of the department is broken up into three <br /> bureaus : the administrative bureau, Hilo operations bureau and country <br /> operations bureau. Before I go into these structures , the <br /> (inaudible) criminal intelligence unit. That unit is <br /> directly responsible to the chief and deputy chief; they <br /> report to no one else in the department. Their entire <br /> function is to gather information. . . intelligence information <br /> on organized crime in the state and to pass that informa- <br /> tion, where possible, down to the various levels of the depart- <br /> ment. <br /> We ' ll move on to the administrative services bureau. <br /> That bureau is directed by a police inspector and its <br /> functions are administered by a police captain. It is <br /> comprised of three sections : the administrative services , <br /> traffic services and communications maintenance and <br /> composed of such number of officers and employees as may be <br /> assigned by the chief of police. <br /> The function of the administrative services section <br /> is to conduct research and planning in the areas of <br /> administration, operations , legislative needs and paper- <br /> work simplification, prepare general orders , and compile <br /> the department ' s annual reports , statistical tables and <br /> analyses ; develop a performance and work evaluation studies <br /> of personnel; conduct research and develop standards and <br /> techniques to improve police services . They shall provide <br /> all functions included in the area of personnel administra- <br /> tion, including recruitment, training, testing, inspections , <br /> performance evaluations , police educational programs and <br /> in-service training among other things . They are <br /> essentially the administrative (inaudible) . <br /> The traffic services section is commanded by a <br /> police lieutenant and staffed by a police sargent, an <br /> examiner of drivers and a police sargeant in charge of <br /> motor vehicle traffic and safety programs . Their function <br /> is to enforce all laws and ordinances relating to the <br /> traffic and motor vehicles and the operation thereof.
