I will admit at' this <br /> point that our reserve program needs . . . leaves much to be <br /> desired. We have only five reserves a day, except for one <br /> out t o w a r d i_n Kona. We 're trying to rejuvenate that <br /> program as much as possible, as we can really use the help. <br /> Right now the department is comprised of 296 sworn <br /> police personnel and 83 civilian types which should bring <br /> us to a total of 379. We operate on a budget of approxi- <br /> mately $18 million dollars a year . <br /> That essentially concludes my presentation., Mr . <br /> Chairman. It ' s . . . it' s hard to use <br /> traditional personnel justifications on this island. The <br /> standard is normally to justify positions based on <br /> population. .:.On this island here, because of its size, we <br /> often have to resort to a distance struggle. We have <br /> situations in some of our larger districts such as Puna and <br /> Ka' u where our policemen are 45 minutes apart, which is <br /> a serious safety concern to us . The end resultis the. . <br /> policemen have stayed together for safety and the citizen <br /> is suffering from the lack of patrol in the outer limits of <br /> the district. But it ' sdifficult to just pin down one way <br /> of justifying police. You can go on size of the district <br /> and population and case load. They 're any number of ways <br /> of doing it.. <br /> In Kona and Hilo, obviously it ' s population that calls <br /> for service. <br /> BETHEA: I see for example North Kohala with ten <br /> people. Now where would they work out of? Or say South <br /> Kohala with 18? That ' s the Waimea? <br /> VIERRA: Yes , sir . <br /> BETHEA: And North Kohala with 10, would be <br /> Haleiwa? <br /> VIERRA: No. That substation upon Kumakau, I mean. . . <br /> CUSHNIE: Kapaau. <br /> 195 <br />
