It ' s gonna depend on <br /> what we finally end up in Kona with. If they give us what <br /> we want--a lieutenant and five detectives--then yes it will <br /> change this whole thing completely. It appears that we 're <br /> gonna get a little bit less than that so not too much change <br /> will take place. I 'm looking at reorganizing the department <br /> in this particular area because of the number of cases in <br /> Kona. We're thinking of adding a fourth inspector who <br /> will handle all investigative operations, all the juvenile <br /> and vice sections, and criminal investigations sections , <br /> under one command. <br /> GREENWELL: Thank you. <br /> VIERRA: The vice section is also commanded by a <br /> lieutenant and handles all crimes dealing with commercial- <br /> ized vice, which includes gambling, prostitution and <br /> narcotics trafficking. The country operations bureau is <br /> comprised of the districts of North Hilo, Hamakua, North <br /> Kohala, South Kohala; Kona, Ka' u and Puna. These are <br /> essentially all of the patrol operations . It is headed by <br /> a police inspector and each country district is commanded <br /> by a police captain. Their function is to essentially <br /> control the streets and highways of our cities and towns , <br /> to prevent crime, preserve the peace, and protect life and <br /> property. <br /> The patrol division in Kona is commanded by a police <br /> major and this is essentially, because of the size of his <br /> command, he not only has the .patrol division in Kona but <br /> he also has the various designated functions (inaudible) <br /> in the operations bureau. <br /> The Kona district essentially mirrors whatever happens <br /> in Hilo although probably not the same amount of personnel. <br /> GREENWELL: Although more duties? <br /> VIERRA: Pardon me? <br /> GREENWELL: There' s more problems . <br /> VIERRA: Yes, much more problems. I agree with you with that. <br /> The last function is ourpolice reserves . This is <br /> under the inspector of country operations . And the police <br /> reserves serve under the immediate supervision and commanding <br /> officer of the district in t h e divisions to which they <br /> are. assigned. The police reserves - are composed or <br /> comprised of civilian volunteers who meet the requirements <br /> and qualifications as established by the chief ' s office. <br /> The function of the police reserve is essentially to <br /> supplement and augment police regulars and to perform <br /> limited duty with patrol services and such assignments as <br /> 194 <br />
