CUSHNIE: Mr . Chair . . . <br /> GREENWELL: Yes . Has the commission discussed this at <br /> all? Have they come up with any suggestions as to changing <br /> of their duties or their responsibilities? <br /> VIERRA: I think some of the commissions are looking <br /> forward to meeting this body some time in the future to discuss <br /> their concerns. They have a rules committee that is currently <br /> looking at their entire process to see where they could do <br /> better or (inaudible) more efficiently. <br /> GREENWELL: I 'm glad (inaudible) anticipation <br /> problems when theycome before us. <br /> VIERRA: I think so. <br /> BETHEA: Yeah, for the record, excuse me one second. <br /> I forgot to mention that , I think Gilbert Kahele of the <br /> Police Commission is in charge of the rules committee and he <br /> did call me several weeks ago and asked where we were and <br /> I told him that . . . that any time he could submit written <br /> suggestions and that the commission was speaking with <br /> a common voice particularly , we could fit them in <br /> for for a verbal testimony and questioning if they. . . if they <br /> wanted to do that. So, just for the record, so that. .. <br /> CUSHNIE: Thank you, Mr . Chairman. And welcome to <br /> the Big Island. <br /> If I may ask you, in Section 7-2.3, as Mr . Bethea <br /> mentioned, "committed to its charge by law, " Chief Vierra, <br /> do you feel or do you know of specific ordinances and laws <br /> that you are working under? Are there any ordinances that <br /> go into your day-to-day operations? <br /> VIERRA: My day-to-day operations? Some of. . .yes , <br /> there are. . .but, they 're of a very general nature. Those <br /> laws that require me to say chair the traffic highway <br /> safety committee. As far as managing and administrative <br /> Police Department, it ' s essentially in the Charter in very <br /> general terms , and it ' s up to us I guess to expand <br /> on that '-and. become more specific. . .there ' s not really much <br /> that says you can certainly . . . it ' s pretty much up to the <br /> management abilities of the chief . <br /> CUSHNIE: And those laws . Were they created by the <br /> County Council or state level? <br /> VIERRA: Majority of them are at the legislative <br /> level, just to bring the various county police departments <br /> into some sort of collective compliance because they all function <br /> at the same level.
