I think because of the authority and <br /> power that a police officer wields, that puts him in a <br /> special category; even :.above `the Fire. . .he has the ultimate <br /> power to deprive somebody of his _freedom. And give. . . that <br /> power used in the wrong way can go a long way to get votes <br /> and if they so (inaudible) these abuses that brought <br /> these provisions on, you can look back historically at the <br /> Police Departments: in the state when they used to be <br /> sheriffs ' departments and there ' s a lot of political abuse. <br /> And. . .which resulted in a lot of these provisions being <br /> placed in the charters . <br /> DUNCAN: Mr . And essentially you <br /> could have the mayor and the Council, but the Council would <br /> have to confirm the commissioners . <br /> DUNCAN: But that comes directly out of. . .out of what? <br /> VIERRA: This just narrows it to departmental <br /> organization. You should also essentially then have the managing <br /> director up there also. <br /> DUNCAN: Un-huh.. It might be a good idea just in <br /> terms of, you know, looking at the big picture.
