You said that you <br /> didn' t object to the sentence, as I understood it, the <br /> Police Department shall come under the general supervision <br /> and control of the mayor and that he had to report to <br /> someone. Well, if you take this far enough, you could be <br /> subject to the control of the mayor such as he says, chief, <br /> I don' t want you to conduct an investigation on so-and-so <br /> or to do this or to do that. Do you think the control and <br /> supervision goes that far? <br /> VIERRA: It hasn ' t been my experience since I 've been <br /> here. I 've known it to go that far in other jurisdictions . <br /> But I haven' t experienced that yet. <br /> BETHEA: Well, what I 'm asking because I think it ' s <br /> a follow-up to what you were talking about, is there some <br /> limit on this statement? In other words , if you have a <br /> commission set up that is supposed to be somewhat more <br /> politically 'independent, I don' t know what it means when <br /> it says it ' s under the general supervision and control of <br /> the mayor . If it really means everything, then it would be <br /> the. . .you would have to respond to an order to quash a <br /> particular investigation or to dig up the dirt on someone <br /> or something of that nature. If that ' s what it means , then <br /> I have questions about that. As a safe. . . is that. . . is that <br /> what you were getting at? <br /> DUNCAN: Well, I guess:-what I ".wanted .is some kind of <br /> clarification. Again, I get the role of the commission and <br /> the role. of the mayor , I mean, you don' t want to see a <br /> commission at odds with the mayor ' s policies , or the chief <br /> receiving mixed directions in policies . You know, it <br /> works I think if the commission is in, again, separate from <br /> the mayor and the chief operates with clear direction of <br /> where the County should go. However, I think that if you <br /> run into a commission that does not want to see the term <br /> expire with the mayor , or you see a chief that may not <br /> want to see interference by the mayor , you have in that <br /> line there. . . it doesn' t work. Either it ' s off to the side <br /> of advisory. . .but when it comes to policy, there ' s got to <br /> be some kind of line organization where policies come from <br /> maybe not necessarily. . .either it comes from the body or <br /> it comes from the mayor directly to the chief. I don' t <br /> know that the chief should have two bosses . <br /> BETHEA: That is one .point .I think that should be. . . <br /> I think it should be clear,, because if you trace the line <br /> 208 <br />
