many parts of the country where you 've had municipal govern- <br /> ments performing functions similar to that performed by the <br /> County, so that b e 1 o w t _h..e_ municipal_.government, there <br /> may be a layer of county government and then, you know, a <br /> three-tiered system where you have a state government, a <br /> county government, and then a municipal system that may have <br /> less responsibility. Whereas here, the County government <br /> is the city government. It is the government. There are <br /> only two of them. Isn' t that. . . isn' t that a difference? <br /> SMITH: That is the difference to an extent. However , <br /> there are. . . there are city-county consolidations in govern- <br /> ments--Dade County, and in Toronto and Canada and various <br /> other . . . in various other areas . And in those counties , it ' s <br /> the. . . the extent of the politicalization of the appointment <br /> processis not evident as it is in this County. In other <br /> words , I don' t think that by nature, our system is . . . <br /> inherently lends itself to the type of system that we have, <br /> or the type of appointive system that we have. Let me back <br /> up just a minute. <br /> I agree with you that we have some very highly quali- <br /> fied, excellent County administrators , and I wasn' t meaning <br /> to paint with too broad of a brush. My experience has been, <br /> and I had this experience more times than I care to <br /> remember , is , in isolated instances with people I come in <br /> contact with in the very highest levels , is . . .administrative <br /> positions that (inaudible) nothing and know very little <br /> about the professional literature and what ' s going on in <br /> those agencies . And I think that that ' s unfortunate, and I <br /> think it costs the taxpayers a lot of money. If, for <br /> nothing else, for the year -or two years it takes for those <br /> individuals to figure out how to run their departments . <br /> CUSHNIE: Mr . Smith, do you feel we ' re limiting <br /> ourselves by writing into the Charter that there be a <br /> residency requirement? I believe that for many of our positions <br /> you must be a resident of Hawaii of at least one year . And <br /> I noticed you made reference to that. <br /> SMITH: I don' t have any problem with residency <br /> requirements . There are. . . there are fully qualified people <br /> available on the island and in the state. And that ' s not a <br /> problem. <br /> There should be an escape clause. For example, if I <br /> can use the example of the University of Hawaii , I recently <br /> . . . I 'm the Chairman of the political science department, and I <br /> recently had to fill a replacement for someone that didn' t <br /> show up; one of our hires didn' t show up. Arid there was no <br /> one on the island . There was no one on the island who was <br /> qualified to teach those positions . Now there was . . . there <br /> was no question that we had to go off island. So we <br /> 168 <br />
