And everything worked <br /> out fine. Now that was an unusual situation. For the <br /> university, it' s not that unusual. But for the County, I <br /> would think that that would be a relatively unusual <br /> situation. And I would argue for there being an escape <br /> clause, so that in the event that there is not someone <br /> locally that. . . that you can go outside. See, within the <br /> minimum qualifications , you can have residency require- <br /> ments , you can have familiarity with local customs , you can <br /> have a whole variety- of things togive preference to local <br /> people. That ' s fine. But the diff. . . the primary <br /> difference is , it seems to me, that the emphasis would be <br /> on training , and expertise. <br /> CUSHNIE: So rather than sacrifice the qualifications , <br /> we should be willing to forego the residency requirements <br /> if the two were not fillable as positions . . .that position? <br /> SMITH: That would be my preference, yes . Forego the <br /> residency. If that ' s the tradeoff , but as I say, I don' t <br /> think that that would be necessary. It depends on the <br /> position, you know, on a. . . there are some positions which <br /> are very crucial and vital, - having an island-trained <br /> person in that slot. And if you can' t find someone who' s <br /> been on the island for a year that meets the MQs , then you <br /> certainly should go off island . And if you can' t find <br /> someone in the state the meets the MQs , then I would argue <br /> that you should go out of state. <br /> CUSHNIE: Uh-huh. <br /> SMITH: And I would hope a resident of Hawaii . . . I 'd <br /> like to '.see. . . I 'd like to see. . . I teach public administra- <br /> tion at the university,, I 'd like to see local and internal <br /> people hired. And I think in the overwhelming majority of <br /> cases , that would be possible. But I think as well, that: if <br /> it's not possible, . then we should put the interest of the <br /> people of the County of Hawaii first and get the best <br /> people for those positions . <br /> GREENWELL: I think the fact. . . the strong-mayor <br /> position. . . I 've worked under two mayors , ShunichiKimura <br /> and Dante Carpenter , both being completely different from <br /> each other . During Shun's time, there was a better <br /> relationship I think between the Council and the depart- <br /> ment heads .
