Council did have to pass on the appointments of Carpenter , <br /> they were loyal to Carpenter period. And I don' t think it <br /> made. . . this I think made for some of the poor relationships <br /> that existed between the mayor and the Council. Personally, <br /> I favor the city manager type of government, but I think <br /> you can get away from that kind of relationship. And we <br /> get down to a more professional type of organization, <br /> such as , the position of mayor , from the setup that we had, <br /> had nothing to do with what is . . .what his duties are setup <br /> to be, is dependent upon who he is . It ' s purely up to the <br /> individual in terms of the type of administration he ' s <br /> gonna to have. And we have had very broad differences <br /> between the relationships in the Council, I think , in <br /> effectiveness ofthe.-County government because of the <br /> differences of the personalities . So then we have to have <br /> something that ' s going to get down to. . .or even get away <br /> with (inaudible) those problems with the city manager , <br /> mayor , Council type setup..We. . .we should minimize that. <br /> SMITH: I 'm attracted to this . . . to city manager forms <br /> of government as well for a variety of reasons . What I <br /> here is a compromise, where you have some of the <br /> propose P � <br /> advantages of a city manager system--i .e. primary respon- <br /> sibility over the administration of. . .addressing with the <br /> Council--and some of the advantages of a strong-mayor <br /> system, i .e. an identifiable mayor . I think that ' s good . <br /> There' s somebody there. There ' s an administration. . .an <br /> identifiable administration. <br /> And so what I ' ve suggested here is kind of a hybrid, <br /> so that you can take some of the advantages of both <br /> systems. <br /> GREENWELL: (Inaudible) melting together of the. . . <br /> BETHEA: Let me ask another question, when you talk <br /> about the council-manager system of government and <br /> whatever . And the mayor is largely the figurehead with <br /> all policy-making authority being within the Council <br /> itself, in which the mayor sits as a co-equal member . Well, <br /> under our present system, doesn' t the County make policy? <br /> As a matter of fact. . . <br /> SMITH: Theoretically . <br /> BETHEA: Well, let ' s go beyond theoretically . It <br /> seems to me that with the Council' s control over budget, <br /> they not only make broad policy through the use of the <br /> computer system, they are so able carefully to monitor <br /> all expenditures , that in fact, they go beyond what you <br /> might call policy, through their control of the budget <br /> process , in saying well, no, you're going to be allowed <br /> 170 <br />
