But I point this out , at least to me, it ' s something that <br /> the committee at some stage (inaudible) . <br /> DUNCAN: Mr. Mizuno, you 've had experience in private <br /> industry and then you've also had experience now with the <br /> County government . What in your view would be the most <br /> efficient way to clarify the language and to clarify this <br /> conflict between Council and administration? If you were to <br /> be just looking at the most efficient means of government <br /> operating, if it were just your say? <br /> MIZUNO: I think the Charter language needs to be <br /> tightened up. I think the intent of the Charter is very <br /> good. But I think the language needs to be tightened up. <br /> The adminis . . . the budgeting process is much too detailed. <br /> It needs to be brought up to a summary level type of <br /> budgeting process . Administration needs to have. . .needs to <br /> be allowed the flexibility to make these internal transfers <br /> without a lot of static from anybody or have questions <br /> raised, but not oppose any kind of transfers which are <br /> justified because you ' re running out of funds . <br /> DUNCAN: Well , did he agree that perhaps there should <br /> be a set percentage over budget that would then compel the <br /> mayor to go to Council? I mean, how do you simplify the <br /> problem? <br /> MIZUNO: The problem with using percentages is that you <br /> know $10 over $100 appropriation is 10%. And $50 over $100 <br /> appropriation is , you know, a very huge percentage. And if <br /> you limited it to, you know, 15% let ' s say, I don' t think <br /> that would accomplish what we want. Perhaps using a <br /> combination of percent and dollar amount , such as what we <br /> suggested as far as the contracts . I think my <br /> recommendations regarding the purchasing. We set certain <br /> dollar limits which would I think would alleviate a lot of <br /> (tape change; lost some transcription) . <br /> DUNCAN: Well , our concern is , I guess , efficient <br /> government that best serves the general public and the <br /> people, about a budget being projected to perhaps a lot of <br /> squabbling at the public ' s expense. Would you be able to <br /> suggest language specifically for 10 . 9 and 10 . 11 that might <br /> alleviate these continuing potential conflicts? <br /> MIZUNO: I will certainly try. <br /> BETHEA: Thank you. That ' s a very good suggestion. <br /> CUSHNIE: Mr. Chairman, may I add to that some specific <br /> wording to also ask Mr. Mizuno to respond to?
