(4) says , "Such other information as the council or mayor <br /> may request . " And I know that the Council has requested <br /> line-item information. So I would like Mr. Mizuno to please <br /> respond to a verification of that . Section 10. 5 , Operating <br /> Budget : Council Action. <br /> BETHEA: Yes , I 'm sorry, what was that? <br /> CUSHNIE: Section 10. 5 . . . <br /> BETHEA: Okay.` <br /> CUSHNIE: . . .Operating Budget: Council Action, "The <br /> council shall adopt the operating budget on or before the <br /> thirtieth" of June. "If it fails to do so, " etcetera. This <br /> refers back to the problem that I believe arose this past <br /> year . The mayor made changes ; the Council did not have time <br /> to act on it before June 30th. There was not enough time <br /> for the hearings . And this had to be sent to Corp. Counsel <br /> for determination. I would ask Mr. Mizuno to investigate <br /> that and see if he might want to clear up the language <br /> there. Because if the mayor holds the changes until it ' s <br /> too late for public hearings , the Council is then forced to <br /> adopt the mayor ' s budget . I think that ' s really difficult <br /> to ( inaudible) . <br /> And the last again would be Section 10. 6 , No. (3 ) . <br /> Again the notation, "Such other information as the council <br /> or mayor may request. " <br /> BETHEA: (b) (3 )? <br /> CUSHNIE: Yes. So we are leaving it open, this wording <br /> for specific inquiry. <br /> BETHEA: That ' s right. <br /> CUSHNIE: Thank you. <br /> BETHEA: Okay. Well , just another quick. . . I am trying <br /> to understand this. What ' s the difference between an allot- <br /> ment and an appropriation? <br /> MIZUNO: An appropriation would be such as our capital <br /> budget program, where we come up with a list of projects and <br /> the Council will appropriate funds to these projects. <br /> Allotment will be for the administration to say, yes , we ' re <br /> going to begin and move such funds , and allot funds to that <br /> project . The appropriation does not create funds ; it <br /> creates a project. Allotment creates the funds . <br /> BETHEA: Okay. The way it ' s used in Section 10. 11 <br /> which says , "nor shall any obigation be incurred against any <br /> 270 <br />
