I think his point is that it ' s so important that it ' s <br /> just gonna get out of control . And although we' re not as <br /> big as Honolulu, he made the point that there is , and I <br /> presume this is authorized and set up by Charter , a <br /> department within the city and county. . .within the govern- <br /> ment of the city and county who is responsible for this <br /> exact thing. Isn' t that your point? <br /> MIZUNO: Yes. <br /> BETHEA: So, you know, how detailed we get I think is a <br /> question, but it ' s a valid question. <br /> JUVIK: Let me raise that , Mr. (inaudible) . I know at <br /> the unvierstity, part of the problem' s been that the <br /> technological advances of computers may be so far from its <br /> own that it ' s in some way easy for individual units to get <br /> into their own computers for their own specific uses . And <br /> what the university has done of course is develop. . . they <br /> have a committee that essentially acts on whether you can <br /> buy a piece of computer equipment , and asks questions like <br /> will it talk to the rest of the computers in order to. . . in <br /> our other instutition and so forth. And I don' t have any <br /> problem with that . I was just reflecting on the fact that <br /> things are changing so radically that I wasn' t quite sure <br /> how this would be accommodated. But I understand. . . the <br /> point is that there are whole administrative structures <br /> being accommodated through data analysis. . . through data <br /> handling of the departments , or computer departments and so <br /> forth. And I realize you have to address that. I was just <br /> expressing that. <br /> POPPE: I guess philosophically. . . or what I boil it <br /> down to is originally, a lot of not just the County' s but <br /> business and everything else. . . it probably started out with <br /> each department or what have you doing its own purchasing. <br /> And then when things got big enough, they realized, well for <br /> control , you have to do central purchasing. So then you get <br /> into it by thinking that by computers are along the same <br /> line, it started out small and everybody said well . . . <br /> let ' s . . . this department needs this but then it starts <br /> mushrooming and you say wow, this is going to be a major <br /> deal now. <br /> 277 <br />
