BETHEA: Contingency funds? Is that a special fund? <br /> INOUYE: You need to find an area to appro. . .to put <br /> some money in if you' re going to amend the budget , if you ' re <br /> going to take out some funding from a program in a <br /> department and you need to put it somewhere. A creation of <br /> a fund has . . .you have to put that money somewhere if you <br /> don' t want to expand it . <br /> BENNETT: What do you mean, like a bond fund, highway <br /> fund, sewer fund , general fund? <br /> INOUYE: Let ' s see if we want to save 10 . . . let ' s see <br /> our recommendation comes out from our Finance Committee for <br /> instance, I ' d say. For instance, let ' s say $1 million <br /> dollars this fiscal year. But you gotta go put that million <br /> dollars somewhere. So you can create a special fund. <br /> That ' s how I would read it. Because you need to balance <br /> your budget. <br /> POPPE: Presumably, this clause was put in at some <br /> point . . . <br /> INOUYE: I don' t know. <br /> POPPE: . . .and not in the last couple of years for <br /> contingency. Because the Charter obviously was done longer <br /> ago than that . May I ask that we review the discussion of <br /> the last Charter Commission and see if that ' s when it was <br /> put in and, if so, what the discussion was? <br /> UNKNOWNN: That would be an excellent job for the <br /> counsel. <br /> BETHEA: Right . Because I did read this . I 've got it <br /> written down that I didn' t know what it meant . Except that <br /> I can remember the Council appropriated something, but then <br /> they also wanted to administer it . You know, say how the <br /> funds were being spent ; do the administrative part of it . <br /> That was my recollection. But . . .well , we 've taken a lot of <br /> time on a very important topic. Are there other questions <br /> or observations from the commission members? <br /> What we will do at this time then. . . thank you very <br /> kindly for your presentation.
