I 'm sorry that my papers were <br /> a little late in getting to you. I couldn' t get them to you <br /> in advance. I hope you had enough time to at least skim <br /> them over. <br /> BETHEA: Well , I didn' t . Perhaps . . .would the committee <br /> like Ms. Maunakea to just briefly summarize? Alright , let ' s <br /> do that , because I didn' t read it. <br /> MAUNAKEA: What I . . . thanks for this opportunity to try <br /> and explain the Department of Research & Development that <br /> I 'm still trying to come to know and . . .what I 've tried to do <br /> in this paper was first of all summarize what the Charter <br /> does say about the department. I did a little bit of <br /> research through the annual reports from 1968 trying to get <br /> a sense for myself of why the Charter might have said what <br /> it did at that time. Tried to get an idea of what Research <br /> & Development was about then and how it ' s evolved. So, I 've <br /> talked about that through. . .from 1968 through the <br /> ' 60 ' s . . . through the end of the ' 60s , the ' 70 ' s and into the <br /> present. <br /> And essentially, a difference that was readily apparent <br /> to me was at one time there must not have been a Housing <br /> Agency because Research & Development was responsible for <br /> some of the housing projects . <br /> In addition to that , a. . .Campbell Sewer and Kalapana <br /> Water System project . . . 1 think things like that are <br /> reflected in, for example, item (c) as stated in the County <br /> Charter , that Research & Development is responsible for <br /> coordinating "informational and regulatory knowledge of all <br /> federal and state grant-in -aid participation programs which <br /> affect the county. " It ' s kind of evolved out of that one in <br /> particular. <br /> From a discussion of the history, as I 've stated , I 've <br /> mentioned that we evolved into the 1980 ' s with essentially <br /> five major areas of responsibility, and these five areas <br /> remain today. The areas are tourism promotion programs , <br /> agriculture research and market promotion, new industry and <br /> industry development , special events and activities and data <br /> collection and information center. Then gone ahead and <br /> listed for your information my goals and objectives for the <br /> department . They remain in those five areas. The goals <br /> really haven' t changed.
